Frosty Sno West Congress Street and I-10 STAFF PICK: West of the interstate, all along Congress Street and St. Mary's Road, are small snow-cone stands. Like searchlights in fog, these establishments offering little more than shaved ice and flavored syrup beckon the hot and weary on Tucson's dog days of summer. One of our favorites is Frosty Sno, just west of El Rio Health Center. If nothing more, Frosty Sno is probably the smallest business in Tucson. From the window of the tiny blue trailer, measuring about 5-by-8 feet, two friendly ice moshers serve up mounds of frozen chips in Styrofoam cups. The sizes range from the junior (just a few ounces, perfect for the toddler appetite) to a humongous Matterhorn that puts a Big Gulp to shame. More than two dozen flavors are available, including Bubble Gum, Root Beer and Mango.
